Vortigaunt Telling too much

Hi, on the route canal mission near the end theres a pipe only reachable by jumping on your boat and climbing in, inside theres a vortigaunt and he tells you some weird stuff, go see and tell us what you think.

I didn't feel like it was telling me much, either that or it was very cryptic
