um, all that happened was some guy walked in front of the camera and back out again quickly, and the shitty camera lagged behind

To me it looks like someones using a mobile phone to video the footage bieng shown on a cctv camera which is why the quality is so bad and also why there's so much movement of the shot itself. If we had the original footage we could get to see how good of a fake it actually is?
