One question .... where did the combine take the children ???
Why did they turn on the supression field to the people from breeding. dont the combine want to enslave the human and get overwatch soldiers ??? if all of the overwatch dies. who will replace them ???

I really should let you search this one out on your own, but seeing as how Samon didn't close the thread I'll post the answer, if only because I'm such a nice guy. In the future though, mind the search button.

There are no more children left in City 17 because they've all grown up. It's been nearly two decades since the Combine invasion, and they had enabled the suppression field sometime early on.

As to getting more human beings, the Combine are in the process of turning humans into synths: self-replicating, organic machines. Thus, when the Combine are done, humans can simply be built or grown, rather than bred.

Actually, the COMBINE can get those kinds of things. Metrocops and overwatch can get "reproduction simulations" if they choose to undergo further enhancements to their bodies and minds. It's a reward. Get your memory wiped and have some implants stuck in you, get virtual sex.

I remember hearing a theory about the Combine killing all children, and infact it may be hinted early in game when a citizen say's "Good thing there are no children to see this" or something to that effect, but the theory is flawed because if the Combine killed all of them the generation of humans in HL2 wouldn't exist.
