Actually I think that's a dude from Black Mesa East, he's never supposed to be viewed from the front. And indeed, he IS in the model viewer, real low-poly count on him.

Yeah I noticed this in the model viewer, when you look at the basic model rather than the full one, it strips away features like high detail textures, and their eyes!

G-man with no eyes is scary

The one standing next to Odessa Cubbage will go through that conversation script, too...it's just harder to hear with Odessa yelling into the radio.

Yeah, that guy is meant to save polygons so that the game runs smoother. You aren't meant to see him that close, and when you see him from far away, he looks normal. Just another thing Valve does to keep the game running well while still adding details.

'Cheaple' is short-hand for 'cheap people'. The model is only used at a distance, so you don't notice the low polycount, and it saves on system resources.
