Wierd Graphics issue

I have been having some tearing issues from my new computer. My specs are 3800X2,7800 GT, 1 GB RAM. The tearing in counterstrike source is the worse but there is also moderate tearing in half life 2 and almost none in guild wars. I have tried turning v-sync on and off and changing the resolutions but nothing works. All of mydrivers are updated too. In counterstrike source at 1600X1200 i get a fps of about 76 frames.This is on a HP p1130 at 85 hertz. Well tearing seems to be the closest thing i can describe it to. In counterstrike whenever you turn quickly there is a double image of the gun and the walls also have small double images(a small quick version of tearing screenshots i have seen). There is no problem while you are standing still though.....i know its not moniter issue because i tested it with another moniter. Im going to upload a video as soon as i can thanks in adavnce!
 
I think it's got something to do with SLI being activated or something... I don't exactly remember (we've had someone with this issue before) :|
What is your desktop refresh rate? Sometimes, if you go over your maximum desktop refresh rate, you experience tearing (or so I heard). You can limit your fps in Source by typing in the console : fps_max X (X being the maximum amount of fps)
