WILL HL3 CONTINUE FROM EP2?

I really do hope so because some people think that HL3 will be a new start or a reboot. What do you think? Because I am unsure about this.

I really cannot think of a reason why there should be a reboot, or starting a whole new story arch, without resolving the EP2 cliffhanger in any way. Taking everything which was built up until this point and disposing of it will be the opposite of clever.
