I will eat nuclear waste if they give a gold announcement tomorrow. Early September is out of the question, especially since Valve wants CS:S to be packaged with HL2, and we know that's in late beta.

I've seen games released that are way buggier than CS:S is now, and don't have a system like steam to update continuously, so, I don't really think CS:S is holding HL2 back.
