Anyone else not getting a popup when a PM is received?

I've set "Pop up a box when you receive a Private Message?" in options, but it doesn't seem to work. I'm using the Google bar, but I've set it to allow popups on this site.

Also, would it be possible to add a line at the top of every page informing you that you have a PM?
