Creating a a new In Game menu,

Hi,
I am new to coding for halflife2. Can anyone tell me how i can add an ingame menu, like the one in counterstrike were you press the b key to come up with the buy menu.

Also i am looking for someone to help me in my project. Ive started a PhD project which is to evaluate halflife2 as a training tool for paramedics. I can pay for someone to help me in this work. Anyone interested let me know please

Its to have a simulation to train paramedics, i am trying to use games as serious training tools, thats the whole logic behind it
