I really think people like Ventro and others (G-man=God?!?!?) are overating both these elements.
Half-life is about Gordon Freeman. Not about the Combine "Empire" or the "G-man". The greatest proof of that is that he walked out in the end (I don't think we'll see him in HL3).
G-man
we met this mysterious figure in HL1, where he appeared to call the shots, and was totally unaffected by the events around him. Does anyone remembers what he kept in his briefcase ? A few documents and a handgun. That's probably my only evidence he's human. Why would he keep a handgun in his briefcase if he's a superpowerful alien that has almost total control over time-space?
It could be there just to keep a front, but I doubt it. After all, he was in the middle of a risky situation, if he had access to some high-powered pulse weapon why would he have a pistol in his briefcase ? Just keep the documents if you don't want to blow your cover, no need for a handgun. So, if he's human, the best thing he can have is a few "contacts" in the interstellar world. Maybe he is a part of the "resistance" agaisnt the Combine Empire like Ventro thinks. But I think he doesn't really represents anyone but himself (and maybe a few others). He's got connections, and he does what he thinks is best.
The Universal Union
The Universal Union is just one Empire. I think the situation in the Universe of HL is much like the 19th century, where although the British Empire clearly dominated the scene, there were many contestants for the place. That is, no matter how big the Universal Union is, there is always vast amounts of Universe where other forces are ruling. Afterall, we've seen Race X (sure, they could fit along with other slave races, but they seemed to attack Xenians, which doesn't makes sense if they were Combine Slaves).
