How to activate console?

I need help activating the console for the game. Everywhere I've checked tells me to change the target of my desktop icon to "C:\Program Files\Half Life 2\hl2.exe-console". This doesn't work, though, and I think it's because I run the game through Steam. Please tell me how I can activate the console. This is my target:

"D:\Program Files\Valve\Steam\Steam.exe" -applaunch 220

Open up Steam, right click on Half-Life 2 in the “My Games” tab, click on properties, now click on "Set launch options...", type in -console and then click OK. Now the console should be activated when you start up Half-Life 2. Make sure you start it from the “My Games” tab in Steam.

Go to keyboard options in game, then click advanced and tick enable developers console..
