Modding steam files to enable support for older dxlevels?

So i was tampering with the steam files a bit, and i saw a file named "dxsupport" under:
C:\Program Files\Steam\steam\drivercheck\440
I found a post on these forums about something similar to this, but it doesent say what i need.
Now it says ontop not to edit it, but if done correctly (and if is possible) its more fps for everybody!
But not just that, can it you do something with it that you normally cant in the console, because i saw cvar notes in there.

Any help is appreciated.

If it's a Valve title, you can safely change the DirectX level via the game's launch options.

i.e. -dxlevel 80

I know, i did my ultra light modding, but some games dont support the dxlevel 7 ex. Team fortress 2
