just today when I was playing hl2 , at the end of water hazard i saw a man with a suitcase walking to the ladder. I went over there and he was gone

Nah it's not the Gman. In Half-life 3 you are sent back in time to previous areas you've been through in your journies because the combine are going back in time to kill you, and also VALVe's budget for the next game will be so small they'll just re-use old levels.

The reason you're wearing a suit and carrying a briefcase is because your Hazard suit is picked up by the combine, and they will track you down.

Conclusion: You're seeing yourself playing in the future. It's true, I asked Gabe about this and he confirmed it. BULLSHIT
