Make a Server

I dunno if this is agenst any of the rule (I just joined).
But i would like to know how to make my own server?
So if any one could tell me (before this gets locked, if this does)

Steam > Play Games > Tools > Source Dedicated Server.

ok, now how do i connect as the server admin?! I connected using the IP address, and then I tried to type "sv_cheats 1" and it said somthing about the creator only being able to do that! (And i am the server creator!) how do I do this....

in the source dedicated server window console type:
rcon_password <type clever password here>
then connect to the server and type the same thing and that will log u on then just type:
rcon sv_cheats 1

or u could just type all of the commands in the source dedicated server window and not have to worry about rcon.
