Making a MOD (modification) for HL2 is MUCH easier than coding your own Source engine (probably took up the majority of the dev time for HL2), then making your own game based off of said engine.
For example, in HL2, with a racing mod you just need to make new vehicles, a checkpoint/lap system, and a bunch of maps.
That's a tiny fraction of the work it takes to make a $50 game... so you should charge accordingly.
If I actually get one of my ideas off the ground I wouldn't charge more than a one-time fee of one dollar (maybe two if it turned out to be a great mod) if I even decided to charge at all...

Think about it... if you make a $2 game and only 1% of HL2 players buy it that's 50,000 people... and you'd get $100,000 (well, less after Valve skims some off the top for Steam distribution and the IRS gets their chunk of it).
That's quite a wad of money for the work it takes.
