Problem with the ordering.

Well , the problem is I can't order games. When i go the pre-order page of Ep1 , the page doesn't load , it gives the regulal page cannot be displayed.
I can browsw the store via steam normally but when I press the pre-order button it shows the error.

I alos tried the steam://purchase/79 shortcut but it does nothing , the program doesn't even load.

What can I do without resorting to a re-install of the program?

You can also order this manually by "Run Command".
But first, Launch Steam, go to Store and click the Link of the game you’re trying to order.
For example, let's say you want to order “Episode One” click on the picture of “Episode One Hyperlink” in the home page of the store. When “Episode One” page comes up, right-click where it says “Pre-Order” then click “Properties” and write down the address, it should have something like this "steam://purchase/79" Write this down or CTRL-C to copy it on to your clipboard and close Steam.
Now Launch “Run” Type (Assuming you installed Steam in C Drive)
C:\Progra~1\Valve\Steam\Steam.exe steam://purchase/79 (Where This: C:\Progra~1\Valve\ should be where you have installed Steam)
Example: My copy of Steam is installed as fallows “c:\program~1\sierra games\steam\” so this is how I execute order command from steam c:\progra~1\sierra games\steam\steam.exe steam://purchase/79

Urgh now it wont accept my credit cards ive tried two and I know theyre both fine...ffs I swear im just not meant to play Episode 1 ever....
 
Now that's something none of us can help you out with.

Did you put the numbers accordingly without space?
Did you also put the three digits on the back of the card?
Is the name on the card same as yours?
Is the billing address same as the one registered with Steam?
If the answers to my questions are all "Yes", Call steam customer service or send a support request to steam by email.

Note: Don't over do it, this may raise suspicion flag and your card may, electronically marked as a bad card.
