RAR RAR RAR!! offline does not work!

ok this is REALLLLLLLLYYYY annoying. i have a satilite connection and its not bad i can play wow on it and download skins 4 cs and stuff but for some reason the updates 4 steam wont dl they get to about 80 percent then start over then crash. so i tried to start up steam without a inet connection and it said retry connection or start in offline mode so i clicked start in off line mode and it said this operation can not be completed when steam is in offline mode (which isnt true because it worked fine before my grandma (ggggrrrrr) shut off my comp becuase she thinks it will over run our electricity bill and of course steam had just released update) can anyone help?

o ya almost forgot on my satilite i cannot play online so i usually do offline but at my dads house which has dsl it works fine i update and it runs and i can play online what im askin is also is there any way to play w/o having to update?

Anyway, if you shut down properly (not holding the button) it saves the settings and then allows you to play O/L
