Scanners?

How scanner really works? Ok they patrol areas in City 17 and take photos but example when Gordon comes in station, scanner takes a photo but then nothing happens. I mean there is the One Free Man in the city who has Messianic repution! Maybe guys in the scanners control room were taking a nap or something. But in A Red Letter Day scanner takes photo near Kleiner's lab and after next corner CP is hunting Freeman down. Same thing happens in EP1. Maybe photos are watched very closely when combine is looking for someone? Like when Breen sees Freeman in his office and sends alarm?
Any theories?
 
They didn't expect Freeman to just appear. The Scanner took a regular photo of someone getting off a train. It's been 20 years; most of the people in the beginning don't even recognize Freeman. In Red Letter Day the Alarm is already off, and in Episode 1 they are specifically looking for Gordon Freeman and Alyx and, of course, that is their sole purpose in that game.
 
I have a better question. How the hell do they fly? Antigravity boosters? :LOL:

I'm pretty sure the official explanation is 'sky-hooks'. But, yes, the scanner at the train station was just taking a photo randomly of people getting off trains. Later, the scanners are actually looking for you and so the pictures allow Civil Protection to find your location.
