Server download command?

Is there a server command to increase the size of a player download to accommodate 27 Mb? I am getting the "maps not found" during logon, but when I load the map onto HL2 Deathmatch then log on to the server it works fine. Am I missing something?

blah, i have like a 80mb map (not for deathmatch) and people cannot download it.
