stuck!! please help

ive ben in this same spot for over an hour! Ive tried stacking cans and whatnot but it just wont freakin go! how do i go on from here?!

The ladder that you're on, go up it and onto the pipe above. From there you can get to the catwalk thats on the same wall that you're facing there. That will lead you to another room, where you will find a valve amongst a network of pipes (look down for the white pipes and fall onto them). Turning that valve will raise the water level, allowing you to get into the pipe you're looking at in the screenshot.
