My theory, now stick with me,
Is that in Portal the whole story does not revolve around GLaDoS killing off everyone, but that it was a setup. You are not a test subject, but brainwashed to make you think you are a test subject. They are really observing you (not directly inside the building) and seeing if you can escape with the Computer discouraging you the whole way. I do not believe The Borealis is carrying any teleportation device (especially not the Portal Gun), rather a mind control device or brain washing device that the Combine can use against Humans and vice versa. There may be a teleportation device on the ship, but it is not what everyone is talking about because seriously why would all the characters freak out about a teleportation device and how would it be useful to Humans? Oh great I'm over here now haha Combine you can't stop me now, I'm invinc*BLAM* So as you can see a portal gun or even teleportation device would really be useless because you have to physically go to the place and make a portal and go to another place and make a portal before it can be used, it is not like the Black Mesa Portal, besides the Combine send like 2 units at a time.
