When will the earliest be when we get to play with mods

I still playin counterstrike; source and HL2, but I really want to play the mods that are in development. Which mod is the furfest in production.

Are there any that are not shown in the mod dwonloads area on this site

There are some mods out there who have used the illegal tools that leaked with the pre alfa version of HL2 last september, They will probably release something in a few months. But you'll probably see simple mods released like a week or so after the SDK is released(next week).

I was looking into making some of my own textures (mostly a few modified sceneries).

But the file unlocking hasn't worked, and my game has been verified by Valve... I don't know WTF it isn't working...
