As everyone ought to know, Gordon Freeman's long-standing enemies and friends, the Vortigaunts are former slaves of an entity known as the Nihilanth and in some (though fewer cases with the chaos of Ep. 1 and 2) other cases, menial labourers and caretakers enslaved by the Combine on Earth.
Looking at the initial teleporation gone wrong sequence in the original Half-Life, Gordon is teleported to a group of Vortigaunts. Though they still have the green shackles, they appear to be doing nothing or may have been talking before Gordon's arrival. They may even have summoned him there as none of them move to attack him. It might have been unintentional as they don't attempt to interact with him either. Where the group is is disputable and I personally think that it could be either a side dimension or even some sort of 'meeting of the minds' where the Vortigaunts talk through telepathy. Probably about freedom, prophecies and things that slaves universally talk and think about with no overseers to censor or record their conversations.
Looking at Half-Life 2: Episode One, where the G-Man is apprehended and no doubt detained by several Vortigaunts, I've come to the conclusion that there is some sort of seperatist resistance movement faction throughout the Half-Life series (discounting the Gearbox Software expansion Opposing Force and the Standalone Blue Shift, which are based off Half-Life and focus on other characters and events from the original game.), no doubt consisting of only Vortigaunts and that only now they've gone for a new colour scheme to discern themselves from those who collaborate with the human resistance, perhaps taking advantage of the death of the Nihilanth or the chaos caused in Half-Life 2 to show themselves and take a more active role.
