Yet another problem for this computer dummy

I thought maybe my game problems had to do with programs running in the background so I tried msconfig but it said this command was forbidden by the administrator. I AM THE DAMN ADMINISTRATOR !!!! How the hell do I fix this. I checked user settings and it lists me as the admin.

Everywhere I turn: roadblocks.
