Do you consider the G-Man to be a smart character

We do not understand his motivations, powers or the full extent of his actions. I don't think it's something we're in a place to judge.
 
The original gman was a Department of Defence Financial inspector named Norman Jenkins. During the Cascade, his subconscious mind was exploded into energetic plasma and absorbed by the seven people closest to the event. Two died in an elevator accident. One was strangled to death by Eli who was heard to be shouting "Die Bull Squid Scum!", and two starved to death because their companion AI was unable to get past a fallen pillar.

Gordon and Eli were the only two people who survived to experience delusional behaviour as a result. Gordon was apprehended after a two day rampage spent killing civilians and later joined Eli at a private mental hospital in Nevada, where they continued to believe they were in some kind of revolutionary war. Eli was later killed by Gordon using a spoon and drinking straw.

As to whether the gman was an -intelligent- man or not? Norman was a graduate from Harvard university and something of a creative writer. Before his death he had been working on a book called "The City" in which humankind was enslaved by an alien force known as the Harvester. So you can draw your own conclusions from the facts.
 
If you think that something that can stop time, teleport whenever/wherever it wants, and can create it's own dimension is stupid, then yeah, Gman is pretty stupid.

It would be amazing, but also horrid, if that was the ending of Half-Life - but it wouldn't seem too out of place...
