I can make a layout for a site in like...30 mins for a quick one that looks not too bad..if I had like 3 hours to do layouts and got 20 dollars each that would be like $180 per day of work...

I don't see why not. If you had a whole day (9am-12pm) I think 2 very good quality sites would be quite easy. If it included login systems and everything then you'd be right, it would take longer, but just the design wouldn't take long.

I also think you would be surprised at what some companies pass off a good design. Some designs I've seen have been horrible, but people have happily paid for them.
