Haha, thats like a million more then the population of Scotland, my end of the country, LOL.

Yeaaaah....the ISP's will cave before that TBH. Impractical, and even if thy could effectively ban every single file sharer, folk wouldn't put up with it, and the ISP's would put themselves out of business, just from the loss of customers alone.
