Low FPS in TF2

So I recently got TF2 and every time I play I lag pretty bad. It's odd because a while ago TF2 had a free weekend and I was running the game at max setting with great FPS. I tried going to different servers and putting all the settings on the lowest possible but it didn't help. Any suggestions?

System specs are

Processor: AMD Phenom(tm) 9550 Quad-Core Processor (4 CPUs), ~2.2GHz

Memory: 5886MB RAM

Video card: NVIDIA GeForce 9100

Weird, that PC should easily suffice for TF2 on high/very high settings.(it's very light on GPU, although very intense on CPU)
Which OS and resolution are you playing on? And what kind of performance do you get?

My OS is Vista 64 bit, and i'm on 1024x768 resolution. You think I should change up the resolution at all?
