I got bored so...
I believe the G-Man is testing every main character in the game.
Each man and woman (Freeman, Calhoun, Eli Vance, Kliener, Alyx, etc.) is tested for their ability to survive and adapt to situations of dramatic consequences.
The G-Man represents a Government that needs to select the most capable, intellegent and adaptable species to server their purpose [natural selection].
The Xen race and the Human Race were both tested in the first half-life for their ability to survive and adapt. The Xen race failed, and the G-Man realized this. Therefore, the Xen borderworld was overthrown by the government that the G-Man represents.
The successful species, the Humans, were tested again. The test subject Gordon Freeman proved to be a clear example of the strength of Human will. The G-Man's employers were clearly impressed by his performance.
This time, the menace species known as the Combine, is sent to Earth to prove their might. The Combine have proved their worthiness, overthrowing inferior species with ease. More importantly, the Combine take what technologies they recover from their enemies and use them in their weapons and vehicles (synths such as the Strider, Dropship and Gunship).
For a good ammount of time, the G-Man kept Gordon 'asleep', waiting for the moment to unleash his skills.
When things got bad (the lowering human population, lacking Earth resources etc.), the G-Man awakens Freeman.
As he says in the opening scene, the G-Man believes that “the right man in the wrong place can make all the difference in the world.” The theory that one man has the power to change the world is what has kept the G-Man interested in the Human race. He sees something that others do not: the human race is not the strongest, the smartest or the most adaptive. The Human race is the most determined and emotional race that the G-Man has ever studied. These qualities are rare and powerful.
Again, the humans prove victorious. Clearly the G-Man’s employers are impressed. “You’ve done so well in fact, I have received some interesting offers… normally, I would not accept these offers, but- these are extraordinary times.”
Again, the G-Man sees the power of the Human race.
And again, you are slipped back into the emptiness of space… awaiting your next assignment… not sure of your future, or what lies ahead…
