I was messing around one night and found out that had that ability to shutdown any server at will using a server-side command called "sv_shutdown" I went on different source mods like Synergy, Obsidian Conflict, and Team Fortress 2 to test if this really worked. They proved to be successful with the only downside being the delay (sv_shutdown_timeout_minutes).
