People Playing Sound Clips In Servers?

I have every Valve multiplayer game, and in each one, I see people playing sound clips from their mics (such as Mortal Kombat or WTF BOOM). Do I bind a key to a sound clip, or is it just a simple thing that I'm not understanding? (Like playing in windowed mode and having the sound clip on your desktop and hold down the Talk key and play the sound)
