One thing you might be able to do, is think up an anime show that is isolated to a country that was not involved in any way to world war II.

However, even that won't work.

Why? Cause it's impossible.

If you do any country, pretty much, you'll be instantly linked to a major language that the country uses, from there its just a couple steps to hitler.

For example... Tonga uses Tonga and English as primary languages.

So therefore pretty much every single country is ruled out, as most will speak at least as one of several primary languages, english, chinese, russian, japanese, etc etc etc.
