Have you tried disabling VSync? When I enabled that on my old computer it gave a delayed and slow mouse response. When I disabled it, everything responded as it should.

I'n having the same problem. Very weird! I can't connect to Steam Friends, the community part is offline, but playing games is working without a problem. What are they doing? Edit: "The Steam servers are currently down for routine maintenance" is the message I get when I go to the Friends...
