I was working on my HL2 Single Player mod (it's short and called Messenger), and I noticed that when I placed a GMan across from a metrocop, the metrocop tried to shoot at the GMan.
This is probably a very good insight onto what the GMan does. I did not use any AI_RELATIONS entities, this is all set by default by Valve.
For those of you who dont know, the GMan is the guy in the blue tux at the beginning of HL2, and the metrocop are the guards that beat people in the beginning of HL2.
