As far as I can tell everything in that image aside from the obvious details like the bullet proof glass/armor are guesses. The CIA has nothing to do with the image.

Of course you might get a spark IF "this" happened, or IF "that" happened, etc... IF you hit the car at just the right angle, or IF you knicked a wire inside the fuel tank and it shorted, then you might get a spark.

Watch the show. Season 2, "Car Capers", the hosts and several other people with semi and full automatic weapons shoot at the fuel tank in a car, straight through the car's metal body, through the fuel tank, the only thing that happens is the gas leaks out. There was also another episode where they shot a large metal propane tank, only thing that happened (when they found a caliber large enough to penetrate) was it explosively released the pressure, no ignition/fire, they could only ignite it with incendiary rounds (from a mini-gun). Another related episode, igniting the fuel in a gas tank, and igniting a stream of gas leading up to a gas tank, only caused it to burn off, no explosion.

And the show's scientific-ness is has nothing to do with this, what you see in the show is a very small fraction of the tests/work/etc., shortened, edited, etc. to fit in about 45 minutes.

Tracer rounds could ignite it. They have a special coating that burns so you can see where you're shooting at night.
